Job description

In this role you advise the organisation in complying with legal and industry standards for Health, Safety & Environment. The Senior Environment & Regulatory Affairs Advisor is the focal point for:

• ISO 14001 standard compliance. You support the responsible Task Force on this certification, advice the organisation to maintain and improve the standard requirements and performance and organise and participate in audits;

• Emissions to air and water. You are responsible for registration, administration and reporting, coordinate the emissions measurement and advice on improvements on emission reduction and energy efficiency;

• Environment, Social and Governance (ESG). You provide input on this topic to company’s strategy, deliver ESG output and prepare for and maintain reasonable assurance for GHG verification;

• Company ESG & Environment Management. You maintain the environmental aspect, impact and compliance register, monitor and report environmental & energy performance and compliance, prepare and revise OPEPs as required by operational activities on Dutch, UK, German and Danish sectors of the North Sea and participate in investigation on environmental incidents;

• Management of Mining Chemical permits. You support operations by obtaining chemical permits in The Netherlands, UK, Germany and Denmark, maintain and update chemical database and chemical tracking systems, compile annual reports for chemicals to authorities and support data collection for chemical assessment within permit process.

Your Team

You will join the HSE & Permitting department and will report to the HSE & Permitting Manager. The team of qualified professionals ensures we met our license to operate requirements.

Requirements

The candidate we seek has sound knowledge and a good understanding on environmental and permitting matters related to (offshore) operational activities. By experience, you have the ability to interact effectively with other departments and external stakeholders. You feel comfortable in the role of a team player and are able to contribute in an active group work setting. You have 5 – 10 years of relevant work experience and preferably an Engineering or Environmental Management Degree (BSc.) Strong communication skills are essential and a good knowledge of both written and verbal Dutch and English.

Assist and support our clients as a consultant in the area of Health, Safety, Environment & Quality (HSEQ):

  • Safety Reviews (Bowtie/HAZID/HAZOP/SIL)
  • Health & Safety Documents (Safety Cases)
  • Quantitative Risk Analyses
  • Fire and Explosion Risk Assessments
  • Safety Audits; Pre-start up audits
  • Operating Manuals / Operating Procedures
  • Operational support to improve operator efficiency

As HSEQ Engineer, you must have a working knowledge of HSEQ standards and efficiently perform HSEQ activities:

  • Serve as focal point for HSEQ-related questions from our clients
  • Prepare HSEQ philosophies / management systems / studies/reviews
  • Produce HSEQ documentation
  • Manage or oversee the preparation of Safety Reviews including the facilitation and closure of action items
  • Perform computer calculations, interpret, and optimize results

You will work in a team either in the Woerden head office or at the client site, On- or Offshore. Many of our clients are international companies.

Your Profile

  • Enthusiastic and eager to expand your O&G knowledge and network
  • At least a Higher Engineering Study in Chemical Technology, Mechanical Engineering, Instrumentation and Control, or Health and Safety Studies
  • Several years of Process Industry experience, preferably within HSEQ and/or Operations
  • Native Dutch speaker, Dutch residence. Good reading and writing skills in Technical English
  • Sound judgment concerning process safety and operational risks
  • Good communicator with a flexible work attitude. Team player in a highly dynamic team

The Technical Safety Engineer must have the expertise to:

  • Carry out risk assessments e.g. Bowties, HAZIDs, HAZOPs, LOPA and SIL.
  • Update Health and Safety Documents (Reports on Major Hazards) including Quantitative Risk Analyses (QRA), including Fire & Explosion, Blowout, Personnel Transfer risk assessments.
  • Participate in due diligence studies.
  • Provide process safety support to clients.
  • Develop HSE related documentation, e.g. philosophies, reports, etc.

Your Profile

  • You have a bachelor or master’s degree in Process, Mechanical or Electrical Engineering.
  • Or you are graduated as Engineer for Health, Safety and Environment (HSE) with focus on process, electrical and machine safety (including ATEX).
  • You have at least five years’ experience in a comparable position in the process industry.
  • Preferably you are Functional Safety Engineer certified by TÜV, or equivalent.
  • You have an excellent knowledge of the English and Dutch language (in writing and verbally).
  • You are flexible, willing to learn, and able to work in a team as well as individually.
  • You have good analytical skills.
  • You are able to understand and navigate your way through technical documentation e.g. P&IDs and Cause & Effect diagrams.
  • You are computer literate and familiar with MS Office.
